Create user

CREATE USER 'username'@'localhost' IDENTIFIED BY '&8hsdg';

Create database with utf-8

CREATE DATABASE dbname CHARACTER SET utf8 COLLATE utf8_general_ci;

Grant rights

GRANT SELECT, INSERT, UPDATE, DELETE, CREATE, INDEX, ALTER, DROP ON dbname.* TO 'username'@'localhost';
