Lets show your attributes:

admin@arbor:/# / system att
System attributes:
  none

If they are not set:

admin@arbor:/# / system att set shell.enable = 1
admin@arbor:/# / system att set shell.enabled = 1

After that you get:

admin@arbor:/#  / system att
System attributes:
  shell.enable = 1
  shell.enabled = 1

And you can use:

                                                                                                                                
admin@arbor:/# / shel
DIAG> pwd
/commands
DIAG> date
